Unfortunately not. The way Shopify have created the Checkout Extensibility functionality means there are only 3 locations we can insert this App Block into - below the Email Address field, above the First Name field and in between the Phone Number field and the Continue to Shipping. From a UX perspective, the option above the First Name makes the most logical sense.
